When Cortana sent a message to Earth via the Flood-captured Indulgence of Conviction, the fragments of her contained in the message used a mesh network to communicate to the Chief that she had to tell him something, and that this was aboard the crashed ship in Voi, hence why she said that "it's not safe" for her to tell him about this information for fear of the Gravemind finding out, something a rampant fragment from pre-Floodgate could not have known or been capable of. Think of a modern smart phone which has the ability to communicate with other phones via a mesh network. Chief's vitals peak to the point of near-death when he experiences these visions because they are interfacing directly to his brain, and limiting the ability to complete all but the most basic and natural of tasks.Īs for how the fragments know of Installation 04B being constructed, they don't at first. Self-doubt, delusions of grandeur, aggression, and distraction from objectives are all indicative of a rampant AI, and are the byproduct of these fragments remaining in Cortana's chip, which has access to the Master Chief's neural implants via the integrated communications helmet of the MJOLNIR Mrk VI. Look at the visions Chief has of Cortana up until she returns to him aboard High Charity. In Halo 3, Master Chief retains Cortana's chip, and with it several fragments of her personality, elements of her rampancy. As Cortana showed on Reach,this could be done by extensive Human effort, but through use of an AI replication matrix retrieved from the Covenant supercarrier Ascendant Justice, Cortana could split off rampant aspects of her personality, and did so to infiltrate & destroy the Covenant space station Unyielding Hierophant in 2552, and again to the Mantle's Approach in 2557. An artificial intelligence, especially a smart AI, is not like a Human mind it can create independent fragments of itself and either reform or remain seperate. Recall the end of Halo 4, when the Didact digitizes the podium which Cortana's chip is in, she remains present in the Composer's infrastructure, but you can hear her whispering after this, as fragments of her remain in the Chief's armour.
